New services ? New targeted public ? New economical model ?

English synthesis of the experiences sharing day organised by Creatif on "Telecentres 2.0"

The 29th of June 2009, more than 50 persons gathered at the University City of Paris for a day of exchanges around the situation of telecentres in France.

The aim of this day, organised by Créatif, network of networks of telecentres, was to share experiences around new services and new publics dealt with and to apprehend the emerging generation of telecentres.

After more than 10 years of « Access for All » public policies, the continuous increase of home equipment, some local councils have chose to close some telecentres, or to transform them. Skilful users require new forms of accompaniment, whereas non users remain hard to reach, requiring a change in professional practices.

Telecentres are challenged in their missions and need to think how to evolve to provide adequate services and accompaniment.

Improvement of public services quality, sustainable development represent opportunities to tackle e-Administration issues, new forms of Public Services Relays and to certify digital skills.

New services imply new publics, not initially reached by telecentres such as very small enterprises, craftsmen, independent workers or associations.

What is at stake, regarding the receding financial commitment of the State and local councils is to find new economic models.

The day started with the General Assembly of the association, with approval of activities report and financial report and election of the board.

In the second part of the day, facilitated by Marie-Hélène Feron, three experiences were presented.

Anne-Claire Dubreuil of the Local Council of Lot presented how Public Services Relays are implemented within telecentres.

Jean Horgues-Debat of the ADRETS network showed how a multi functionnal reception points are being developed in rural zones of the Alps.

Jérôme Lamache, of the Lower Normandy Digital Ressources Centre, explained how e-learning reception points are spread within telecentres on the concerned territory.

These three presentations pointed out a few common issues :

- Functions, missions and qualifications of facilitators are moving fast, with real risks of contradictions and confusion between a role of mediation and a role of public services agents.

- A need to support and accompany the development of these new services, specifically towards “hard to reach” non users, whereas local authorities are highly concerned by a slow removal of existing public services.

- The need in the projects developed to clarify the relations between telecentres and publics services, either at a local level, or at a regional one.

The third part of the day was started by an opening to situations abroad.

Ian Clifford, presented UK Online in a first place, pointing out tools developed to reach “new comers” on the network.

In a second place he presented the recently born European network, Telecentre Europe.

This network intends to promote at a European level the need to recognise and accompany the role played by telecentres in the development of access to digital skills, to uses of developing services, to equal coverage of territories, etc.
